Prove energy savings, don't estimate them
Energy savings certificates (CEE), mandatory audits, the French tertiary decree, performance contracts: all now require measured, verifiable savings. VISU measures before and after the works, with no shutdown, feeder by feeder.
M&V in three steps
Measurement & Verification (M&V) compares measured consumption with a baseline. It follows the international IPMVP protocol and the ISO 50015 standard.
Measure the baseline
Before the works, the relevant load is measured over a representative period: 2 to 4 weeks depending on the activity.
Adjust
The baseline is corrected for changing factors: weather, production, occupancy. Like is compared with like.
Measure after the works
Same measurement point, same method. The gap with the adjusted baseline is the real saving.
What each scheme requires
Obligations are multiplying and controls are tightening. Everywhere, the same question: can you prove the saving?
| Scheme | What it requires | What VISU provides |
|---|---|---|
| Energy savings certificates (CEE)6th period, 2026-2030 | Real, verifiable savings. Tighter on-site and documentary controls. For specific operations, savings calculated from a baseline. | Baseline and post-works measurement on the relevant load. Time-stamped report for the file. |
| Mandatory energy auditDDADUE law | Above 2.75 GWh/year: audit covering at least 80% of consumption, filed before 11 October 2026. Above 23.6 GWh/year: ISO 50001 before 11 October 2027. | Measurement of uses with no sub-metering, without works. The audit rests on data, not assumptions. |
| Tertiary decreeOPERAT platform | Cut consumption by 40% by 2030, 50% by 2040, 60% by 2050, against a reference year. Annual declaration. | Breakdown by use to target actions, then proof of their effect. |
| BACS decree | Building automation mandatory above 290 kW, then above 70 kW from 1 January 2030. | Real usage profile to set up the BMS, and before/after verification of the gain. |
| Energy performance contract | A guaranteed result, measured under an M&V plan (IPMVP) agreed by both parties. | Baseline and follow-up campaigns by a party independent from the operator. |
| ISO 50001 · 50006 · 50015 | Energy performance indicators and baseline, reviewed regularly. | Feeder-level data to build and track the indicators. |
Benchmarks as of October 2026, for information. The CEE file remains the responsibility of the applicant or obligated party; VISU provides the measurement and the report.
Isolate the load, measure what changes
IPMVP offers several options. The VISU Box is built for retrofit isolation of a piece of equipment or a feeder (options A and B): we measure exactly the scope of the works.
- Installed on the relevant feeder with no shutdown, in under an hour
- 9 three-phase feeders monitored simultaneously: the renovated load and its neighbours
- Second-by-second measurement, computed in the case, no loss if the network drops
- Before/after report, curves and quantified savings on VISU Live
M&V and CEE, in plain words
Is M&V mandatory for CEE?
Not for every operation: many standardised sheets rely on fixed values. But specific operations, large files and the tighter controls of the 6th period push towards measured savings.
How long should we measure?
A period representative of operations: often 2 to 4 weeks before the works, as long after. Longer if the activity is seasonal.
Does VISU prepare the CEE file?
No. VISU provides the measurement and the report. The file is handled by the beneficiary, the installer or the obligated party.
Do we need fixed meters?
No. The VISU Box is installed temporarily, without works, then leaves. The data stays available on VISU Live.
